The Federal Bureau of Prisons (BOP) is seeking a contractor to provide an Advanced Occupational Training Program in Cosmetology at the Federal Medical Center (FMC) in Carswell, Texas. This training will help incarcerated students gain valuable skills that will assist in their re-entry into the workforce.

What You’ll Need to Know:

  • Training Program:
    The contractor will manage a Cosmetology training program that aligns with the Texas Department of License & Regulation (TDLR) Cosmetology licensing requirements. The training must include theory, hands-on practice, and live work to meet the state’s standards for certification.
  • Course Schedule:
    The program will run with up to 30 hours per week, with courses scheduled Monday to Friday. The training will be a combination of classroom instruction (20%) and live work (80%), including practical work done by students under supervision.
  • Program Requirements:
    The contractor will provide:
    • Course Development: A structured course outline that covers essential topics like chemistry, hair cutting, coloring, manicures, and salon business.
    • Instructor Qualifications: The instructor must hold a Texas Cosmetology Instructor Certification and have experience in the field, with knowledge of a 1,000-hour Cosmetology program.
    • Curriculum Updates: The contractor must ensure that the curriculum is aligned with the latest industry trends and meets the state’s standards.
    • Student Evaluation: The contractor is responsible for evaluating student progress and providing certificates of completion upon successful program completion.
